I didn't understand this wisdom perfectly till I did it myself

And actually, it's true

Makes a man healthy is self explanatory 

Wealthy, when you get up early you're more eager to work hard more than any time else. Hard work means progress which means success which means being rich (wealthy)

Wise, after being healthy an wealthy, it's obvious to become wise and expert 

So, do sleep and get up early
