You had to say I didn't take a respond,

 it's wrong to say I couldn't because it means:

can not in the past:

"لم استطع "

Your phrase should be : In addition, armed forces engineering authority...etcetera

I highly recommend you ask your questions in a more understandable way because I didn't get the first question, also the second one was not too clear.
