Sometimes, some phrases are not what they seem to mean
One of which is
Have been better\ Haven't been better
When someone asks you "Are you ok?", what should you say if your fine or good?
a) I have never been better
b) I have been better
....Let me explain
If you negate "have been better" to "heven't been better" or "have never been better" you mean that this moment is the happiest moment ever occured to you for long
If you just say "have been better" it only means that one day before you have been better than now, you're not in the best mood
Elsa and Anna will demonstrate that perfectly in the two meanings
"I have never been better"
Like what you've seen, when Elsa asked Anna if she was ok, she wished it could be like this all the time
"I've been better"
This time Elsa asked Anna if she was ok, she said "I've been better" then Elsa ,trying to please her, wore her her mother's scarf to make her feel better
Hope you understand what I said and sorry for taking much of your time
See ya
